PR-007-2022
(08 February 2022, Singapore) Philippine Foreign Affairs Secretary Teodoro L. Locsin, Jr. inaugurated the first Philippine ePassport Renewal Center (PaRC) in Asia-Pacific in Singapore on 28 January 2022. He was assisted by Foreign Affairs Undersecretary Brigido J. Dulay and Philippine Ambassador Joseph del Mar Yap in the unveiling and ribbon-cutting ceremony at PaRC-Singapore office located at 79 Anson Road 15-02 S079906. PaRC is an initiative of the  Department of Foreign Affairs (DFA), through the Philippine Embassy in Singapore,  in partnership with VFS Global Pte. Ltd.

The launch of PaRC, an alternative, off-site passport renewal center, aims to facilitate the passport renewal process of Filipinos in Singapore, which is home to approximately 200,000 Filipinos. PaRC will provide an option for Filipinos in the country to apply for the renewal of their passports at a location other than the Philippine Embassy.

This is pursuant to the DFA’s resolve to streamline its procedures to make passport services as fast and as convenient as possible for overseas Filipinos all over the world.

PaRC will be operated and managed by VFS Global, a private third-party outsourcing service provider, with which the Philippine Department of Foreign Affairs (DFA) forged an agreement in 2019 to establish passport renewal centers in key cities worldwide. In August 2021, VFS Global announced its plans to extend its passport renewal services to nine new countries, including Singapore.

Speaking at the inauguration, Secretary Locsin emphasized that PaRC-Singapore will augment the tireless efforts of the Philippine Embassy in Singapore so that Filipinos in Singapore can continue to experience uninterrupted, convenient and excellent passport renewal services.

Also joining Secretary Locsin, Undersecretary Dulay and Ambassador Yap at the PaRC inauguration were  DFA Asian and Pacific Affairs Assistant Secretary Nathaniel G. Imperial and Consul General Adrian Bernie C. Candolada. VFS Global was represented by Mr. Rajimon Nair, Senior Manager for Operations, and Mr. George Huang, Senior Manager for Business Development.

PaRC-Singapore is open from Monday to Friday, between 8:00 AM and 4:00 PM. It  currently accepts walk-in applications. PaRC-Singapore is only authorized to accept passport renewal applications that will not require changes in passport entries. Applicants  are also required to present their current passport and Singapore-issued Identification Card (IC). PaRC-Singapore is authorized to charge a convenience fee of SGD 62.50 for their services. All applications submitted through PaRC-Singapore will continue to be assessed and processed by the Philippine Embassy in Singapore.

Founded in 2001, VFS Global is an outsourcing and technology services company which offer consular services on behalf of governments and diplomatic missions, through its 3,523 application centers in 143 countries worldwide.
