Travel Clearance for Minors

A minor Filipino child travelling  outside of the Philippines not accompanied by a parent is required to have a travel clearance from the Department of Social Welfare and Development (DSWD). Click here to access the DSWD information on travel clearance for minors

One of the documentary requirements of the travel clearance is an Affidavit of Consent and Support signed by both parents. If the parents are in Singapore, the affidavit must be signed at the Embassy of the Philippines in Singapore and notarized by the Embassy (a consular fee of SGD 35.00 will apply).

If the child has no passport

If the minor child does not have a valid passport and both parents are in Singapore, the parents must make a Special Power of Attorney to authorize a representative in the Philippines to undertake the child’s passport application on their behalf.

This Special Power of Attorney must be signed at the Embassy of the Philippines in Singapore, notarized by the Embassy (a consular fee of SGD 35.00 will apply) and sent to the representative in the Philippines. The authorized adult should refer to the Department of Foreign Affairs Office of Consular Affairs Passport Application System  for information on applying for the child’s passport.

If the child is travelling without an adult

If the child will travel unaccompanied by an adult, the parents are advised to consult the airline policy on the minimum age allowed for a child’s unaccompanied travel.
