Authentication of Documents Issued in the Philippines


The Embassy of the Philippines does not apostillize/authenticate documents issued in the Philippines. Private, commercial and legal documents issued in the Philippines for use in another country can be authenticated only by the Department of Foreign Affairs (DFA). DFA authentication services are provided at the following locations:

The following documents may be authenticated:

  • National Bureau of Investigation (NBI) Clearance
  • Police Clearance
  • Barangay Certification with Mayor’s Certification
  • Philippine Statistics Authority (PSA) – issued documents on security paper (e.g. Birth Certificate, Marriage Certificate, Certificate of No Marriage, Death Certificate)
  • Affidavits with Regional Trial Court Certification
  • Notarized Documents with Regional Trial Court Certification
  • Medical Certification authenticated by the Department of Health
  • Professional Regulation Commission documents
  • Land Transportation Office (LTO) License Certification issued by the LTO main office only
  • Foreign documents authenticated by a Philippine Embassy or Philippine Consulate-General
  • Foreign documents authenticated by a foreign Embassy/foreign Consulate-General/ foreign Consulate in the Philippines
  • School Records (transcript of records, diploma, Form 137, etc.) with a Certificate of Authentication and Verification (CAV) from the Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) or Department of Education (DepEd)
  • School Records with a Certificate of Authentication and Verification (CAV) issued by a State College or State University

Submission by a Representative

Documents may be submitted for authentication by an authorized representative in the Philippines. The authorized representative must have a valid identification and must present the following:

    • Signed Special Power of Attorney (SPA) executed by the applicant; If the applicant is living abroad, the SPA should be consularized by the PH Embassy or Consulate-General
    • Photocopy of the applicant’s identification document bearing the applicant’s signature
  • Photocopy of the authorized representative’s identification document
