27 October 2021, Singapore – Philippine Ambassador to Singapore Joseph del Mar Yap graced and welcomed participants to the virtual opening ceremony of the  International Learning Course (ILC) on Public Policy and Public Sector Leadership on 25 October 2021.

The weeklong online course, that runs from 25 to 29 October 2021, is a collaborative project of the Development Academy of the Philippines and the Lee Kuan Yew School of Public Policy (DAP-LKYSPP) under the 2021 Capability Building on Innovative Leadership for the Legislative Staff (CBILLS).

CBILLS is a customized program that aims to strengthen the civil service in the legislative branch through appropriate and continuous capability building interventions that enhance leadership, management, and technical skills of specific target groups in Congress. It will provide the participants with opportunities to learn from international experts and institutions, and likewise share their work experiences.

In his welcome remarks, Ambassador Yap encouraged the forty-one (41) participants from the Philippine Senate and House of Representatives to fully maximize the learning opportunities presented by the ILC.  He also provided an overview of the bilateral relations between the Philippines and Singapore, highlighting the recently forged partnerships in the emerging areas of smart cities cooperation, digital technology, research and innovation, sustainability, conflict resolution, and arbitration.

Established in 2018, the ILC is an integral component of the CBILLS Program that aims to strengthen the civil service in the legislative branch through appropriate and continuous capability building interventions that enhance leadership, management, and technical skills of specific target groups in Congress.
