Children (non-Filipino) children travelling to the Philippines unaccompanied by a parent
Non-Filipino children below 15 years of age who are travelling to the Philippines either not accompanied by a parent or not coming to a parent in the Philippines, can be excluded from (or prevented) entry to the Philippines. However, unaccompanied children may be granted entry with a Waiver of Exclusion Ground (WEG) from the Bureau of Immigration upon arrival at the Philippines.

A minor Filipino child (age below 18 years old) travelling outside of the Philippines not accompanied by a parent is required to have a travel clearance from the Department of Social Welfare and Development (DSWD). Follow this link for the guidelines on applying for a DSWD Travel Clearance.
Unaccompanied travel of a Filipino minor child to the Philippines
Filipino minor children (age below 18 years old) travelling to the Philippines from Singapore must have a valid passport. There is no Philippine restriction on a Filipino child entering the Philippines either accompanied by a non-parent or unaccompanied by an adult.
If the child will travel unaccompanied by an adult, the parents are advised to consult the airline policy on the minimum age allowed for a child’s unaccompanied travel.
