Under Section 29(a)(12) of the Philippine Immigration Act,
non-Filipino children under 15 years old traveling without or not joining a parent in the Philippines may be denied entry. However, they can be allowed entry with a Waiver of Exclusion Ground (WEG) issued by the Bureau of Immigration upon arrival. - The WEG serves as official consent from at least one parent, allowing the child to enter the Philippines. It is a mandatory requirement by Philippine immigration authorities.
- The accompanying adult must present the required documents and secure a Waiver of Exclusion (WE) form from the Immigration Duty Supervisor (IDS) upon arrival. The completed form and documents are submitted to the IDS, and a waiver fee applies per child

Letter to the Bureau of Immigration Commissioner from a parent requesting the WEG, naming the accompanying adult.
Notarized Affidavit of Consent by a parent at the Philippine Embassy in Singapore (S$37.50 per document).
Parent(s) must appear in person before a consular officer to sign the affidavit.
Photocopy of the child’s passport info page.
Original and Photocopy of the parent(s)’ passport info page.
Copy of the child’s flight itinerary showing departure from the Philippines.
Copy of invitation from sponsoring parent or institution in the Philippines.
Waiver fee: PHP 3,120.00 per child.
