For Schools sending Students on Overseas Experience Programme

Under Philippine immigration law, children below fifteen (15) years of age who are unaccompanied by a parent or not coming to a parent in the Philippines, can be excluded entry from the Philippines. However, unaccompanied children may be granted entry with a Waiver of Exclusion Ground (WEG) from the Bureau of Immigration upon arrival at the Philippines (follow this link for more information about the WEG:

Submission of the following WEG requirements to the Philippine Embassy is the responsibility of the child’s parents. The Embassy may refuse to receive the submitted documents if incomplete.

  1. Endorsement Letter of the School signed by the School Principal or appropriate school official, stating (a) the school’s overseas experience program to the Philippines, (b) destination place in the Philippines, (c) inclusive dates of the students’ stay in the Philippines, (d) list of names of students participating in the program.
  2. Copy of Letter of the sponsoring organization in the Philippines
  3. Documentary Requirements for WEG application of each student (these will be submitted by the leader of the student delegation to Philippine airport immigration upon the delegation’s arrival in the Philippines). Philippine immigration authorities will require these complete documents from each student:
    1. Letter addressed to the Commissioner of the Bureau of Immigration of the Philippines from the parent requesting the granting of Waiver of Exclusion Ground and allowing the entry of the student to the Philippines. The letter must name the adult accompanying the student and representing the parent(s) during the trip;
    2. Affidavit of Consent signed by a parent of the child, to be notarized by the Philippine Embassy in Singapore (click on this link for template: The affidavit should be signed by the affiant before the consular officer of the Philippine Embassy in Singapore.
    3. Photocopy of the student’s passport information page;
    4. Photocopy of the parent’s passport information page;
    5. Copy of the student’s flight itinerary indicating the departure from the Philippines;
    6. Copy of the school’s letter stating the student’s participation in the overseas experience program, stating the inclusive dates of stay in the Philippines, place of stay during the program, and name of Philippine organization (school or partner institution) hosting the student.
    7. Waiver Fee of PHP 3,120.00 per student (to be paid at the airport immigration cashier of arrival in the Philippines)

The adult accompanying the students must bring the documentary requirements listed above and upon arrival at the airport of entry in the Philippines, obtain application forms for the Waiver of Exclusion (WE) from the Immigration Duty Supervisor (IDS). The accomplished WE application form and documentary requirements will be submitted to the IDS. The waiver fee [item 3(g)] will apply for each student.

A non-Filipino minor child (i.e. less than 15 years old) accompanied by a non-parent and not bearing the complete above-cited WEG requirements may be denied entry into the Philippines by Philippine immigration.

The WEG (Waiver of Exclusion Ground) is a formal permission of a parent of a minor child’s travel to the Philippines unaccompanied by the parent. The WEG is a requirement of the immigration authorities of the Philippines to evidence that a child is not a victim of human trafficking.
