05 March 2026, Singapore – Philippine government agencies demonstrated strong representation at the GovInsider Festival of Innovation 2026, held on 3–4 March 2026 in Singapore, with several Philippine public sector leaders and agencies receiving awards, special recognitions, and finalist placements for their innovative initiatives and digital transformation efforts.
GovInsider’s Festival of Innovation is an annual two-day public sector conference that brings together government leaders, innovators, and practitioners to share ideas and collaborate on improving public services. Through keynotes, panels, roundtables, and workshops, the event, now on its 6th iteration, focuses on tackling major challenges such as breaking down silos across agencies, scaling successful innovations, designing citizen-centric services, advancing sustainability, and building cross-sector partnerships.
A key highlight of the Philippines’ participation was a high-level panel discussion featuring Assistant Secretary Romeo Matthew T. Balanquit of the Department of Budget and Management (DBM)’s Budget Policy and Strategy Group, of which he also serves as its Functional Group Head. Speaking during the session “Breaking Silos and Driving Whole-of-Government Outcomes,” Assistant Secretary Balanquit emphasized the importance of stronger coordination among agencies to improve governance and public service delivery.
He also noted that inefficiencies in government are often rooted not in technological limitations but in governance and public finance structures. While digitalization presents significant opportunities, it may inadvertently reinforce existing silos unless agencies make deliberate efforts to integrate their systems and processes.
Another panel session titled “Predicting and Meeting Needs before They Arise” featured Mr. Juan Antonio R. Tuazon, Supervising Science Research Specialist at the Department of Science and Technology (DOST) – Science Education Institute. During the discussion, Mr. Tuazon highlighted how the Philippines leverages labor market analysis and geospatial data to guide STEM education programs, ensuring they respond to emerging industry needs. He also emphasized efforts to address gender disparities and malnutrition alongside education initiatives, as well as the importance of training educators to better prepare students for future industries while promoting inclusivity in STEM learning.
The highlight of the event is the Festival of Innovation Awards 2026, which celebrates excellence in both whole-of-government and individual innovation categories. This year’s awards recognized outstanding achievements in thirteen (13) categories, featuring strong participation from various Philippine agencies.
The Innovator of the Year Award was conferred on Mr. Christian B. Hernandez, an engineer from the DOST–MIMAROPA Provincial Science and Technology Office in Oriental Mindoro. The award recognizes public sector officers who demonstrate exceptional innovation in their work or champion creative solutions within their organizations.
DOST- Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), Department of Information and Communications Technology (DICT) Region X and the National Commission on Indigenous Peoples (NCIP) also received special mentions in the Inter-Agency Award, Digital Agency of The Year Award, Digital Government Award, respectively.
The Philippine Embassy in Singapore, led by Ambassador to Medardo G. Macaraig provided support for the Philippine delegation and engaged its members during the GovInsider Festival of Innovation 2026. He also welcomed delegates during their courtesy calls at the Philippine Embassy on Nassim Road.
During these engagements, Ambassador Macaraig commended the delegates for their dedication to advancing innovation in the public sector. He also recognized the Philippine agencies’ ongoing efforts to strengthen public service delivery through digital transformation, collaborative governance, and citizen-centered initiatives. He likewise expressed support for continued participation in international platforms, noting that these engagements provide valuable opportunities to showcase Philippine innovations, exchange best practices, and strengthen partnerships with regional counterparts.
