Key References on Gender and Development (GAD)

The GAD Corner recognizes that effective gender mainstreaming hinges not only on awareness and advocacy, but also on concrete institutional instruments and guidance. At the heart of this are the Joint Memorandum Circulars (JMCs) issued through the PCW in collaboration with the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and the Department of Development (DepDEv). These JMCs provide department-level policy directives that translate core laws such as the Magna Carta of Women (RA 9710) into operational mandates for local government units, national agencies and institutional budgets.

These official resources are intended to guide government agencies – including foreign service posts – in designing, implementing, and monitoring gender-responsive programs.

DFA: Use of Gender Fair Language
Gender issues occur everyday and anywhere; the spaces that we work in is no exception. A conscious effort to put a stop to gender stereotypes and biases is the use of “non-sexist” or “gender-fair language” in the offices. Achieving this indicates a significant step to gender equality.

Know more about the importance of gender-fair language and how to use a non-sexist language in official communications through the Civil Service Commission (CSC) Memorandum Circular No. 12, S. 2005.
