The Embassy’s Gender and Development Focal Point System (GFPS) is an institutional mechanism that ensures the effective implementation, monitoring, and evaluation of GAD programs.

It functions as the coordinating and advisory body on gender mainstreaming within the Post.

Functions of the GFPS:

  • Formulate and monitor the Embassy’s GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD-AR).
  • Recommend gender-responsive policies, projects, and activities.
  • Oversee implementation of gender training, advocacy, and data-gathering initiatives.
  • Ensure compliance with PCW, DFA, and other government GAD directives.

The Gender and Development Focal Point System (GFPS) is mandated under Republic Act No. 9710 (Magna Carta of Women) and its Implementing Rules and Regulations, which require all government agencies and foreign service posts to institutionalize gender mainstreaming.

It is further guided by PCW Memorandum Circular No. 2011-01 and Joint Circular No. 2012-01 of the PCW-NEDA-DBM, which define the GFPS’s structure and its role in preparing and monitoring the GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD-AR).

Within the Department of Foreign Affairs, this mandate is reinforced by DFA Department Order No. 06-2014, directing all embassies and consulates to maintain an active GFPS to ensure gender-responsive governance and inclusive service delivery.
