FAQs on Overseas Voter Registration and 2028 National Level Elections

You may register as an overseas voter if you meet all the following conditions:

    • You are a citizen of the Philippines currently residing abroad and not otherwise disqualified by law;
    • You are at least 18 years old on 8 May 2028; and
    • You will be in Singapore to vote during the 30-day overseas voting period from 09 April to 08 May 2028.

Important: If you have previously registered as an overseas voter and voted in the 2022 Presidential and 2025 Senatorial elections (and your registration status is not deactivated), you do not need to register again.

The registration period is from 1 December 2025 to 30 September 2027. After this period, COMELEC will finalize the list of registered voters in preparation for the 2028 elections.

Only registered voters included in the Certified List of Overseas Voters (CLOV) will be allowed to vote. The CLOV for Singapore and for seafarers will be posted by COMELEC on their website in early 2028. Follow the Philippine Embassy Singapore Facebook page and the COMELEC website for updates on the CLOV.

You cannot register after 30 September 2027. Only voters on the finalized CLOV will be allowed to vote in the 2028 elections.

Appointments for registration can be made via the Philippine Embassy Singapore online appointment system. Bring your original valid passport and one (1) photocopy of your passport data page. Application forms are available at the Embassy.

The official voting mode for the 2028 elections will be confirmed closer to the election period. As of now, COMELEC has indicated that voting will be conducted online, similar to the 2025 midterm elections.

The overseas voting period will run from 09 April to 08 May 2028 (30 days). Registered overseas voters are strongly encouraged to vote early to avoid inconvenience.

COMELEC may deactivate voter records of those who fail to vote in at least two election cycles. The list of deactivated voters will be released in due course.

If your registration is deactivated, you may apply for reactivation by booking an appointment for overseas voter registration. Bring your original passport and one photocopy of the passport data page.

During the election period, registered voters will be required to provide their original valid Philippine passport or seafarers’ book (for seafarers). Dual citizens will also be required to provide their Identification Certificate/Order of Approval. A Voter’s ID is NOT required to be able to cast a vote.

 

Yes, as long as your passport is valid on election day. Overseas voters are encouraged to renew their passports early if they are close to expiration.

If you change your address in Singapore or would like to update your records, please:
Book an appointment for Overseas Voter Registration;
Bring your original Philippine passport and one (1) photocopy of the passport data page
For change in name due to marriage, please bring a copy of your marriage certificate.
