Mas pinadali na ang pagkuha ng Department of Social Welfare and Development (DSWD) Travel Clearance/ Digital Blue Card para sa mga minors na magbibiyahe sa labas ng Pilipinas na hindi kasama ang kanilang magulang o legal guardian.

Inilunsad ng DSWD noong 19 February 2025, ang Minors Travelling Abroad Online System ay naglalayong i-streamline ang travel clearance application process at siguraduhin ang proteksyon ng mga menor de edad laban sa anumang child abuse, exploitation, at human trafficking.  

The system also eliminates traditional paperwork, enabling online application submission, real-time status tracking, and efficient processing of travel clearance and certificate of exemption.

Gamit lamang ang computer, tablet o mobile phone, maaari ng magapply online ng DSWD Travel Clearance at hindi na kailangan pang pumunta ng DSWD Field Offices.

Ang DSWD Travel Clearance/ Digital Blue Card ay para sa mga sumusunod: 

• Minors travelling alone outside the Philippines with a Philippine passport.
• Minors travelling with prospective adoptive parents for inter-country adoption.
• Minors traveling with someone other than their parent or legal guardian
• Minors travelling with their biological father, if their parents are not legally married.Minors under 13 years old travelling with a sibling or relative (who are over 15 years old) to join parents abroad permanently.
