Getting a No Impediment to Marry Certificate

Filipinos intending to marry in Singapore under the Registry of Marriages (www.rom.gov.sg) will be required to submit a No Impediment to Marry Certificate (NIMC) which is valid for thirty (30) days from the date of issuance of the Embassy.

The NIMC will also be required from Filipinos who are planning to get married to a Singaporean  or other foreign nationals in Singapore.

The documentary requirements for the NIMC are as follows:

  1. Personal appearance of the applicant/s
  2. Duly-accomplished application form
  3. Applicant’s Passport; Present the original and submit a photocopy.
  4. Applicant’s PSA Birth Certificate, with the DFA Apostille Certificate
  5. Applicant’s Singapore-issued IC; If the applicant is not residing in Singapore, the fiancé(e)’s IC) may be submitted. Present the original and submit a photocopy.
  6. Photocopy of passport of fiancé / fiancee
  7. Any of these documents, depending on the applicant’s status:
    • If the applicant is single, the original PSA Certificate of No Marriage Record, with the DFA Apostille Certificate will be required
    • If the applicant was previously married and the marriage was annulled, either the PSA Marriage Certificate (with the DFA Apostille Certificate) or  the Philippine Court’s Certificate of Finality (with the DFA Apostille Certificate) with annotation, with the DFA Apostille Certificate will be required
    • If the applicant was married and divorced, the PSA Amended Marriage Certificate with the DFA Apostille Certificate or the Philippine Court’s Certificate of Finality, with annotation, with the DFA Apostille Certificate will be required
    • If the applicant is a widow or widower, the PSA Death Certificate of the spouse, with the DFA Apostille Certificate will be required
  8. If the applicant is 18 or below 21 years old, an Affidavit of Parental Consent is required, to be notarized by a public notary in the country where the signing parent resides.
  9. If the applicant is 21 to 25 years old, an Affidavit of Parental Advice is required, to be notarized by a public notary in the country where the signing parent resides.
  10. For contracting parties who are between 18 to 25 years of age: A marriage counselling certificate is required, stating that the parties have undergone marriage counselling, a requirement of Article 16 of the Family Code
  11. Photocopy of Fiancé(e)’s passport
  12. Consular fee of SGD 42.50 for each Certificate to be issued, to be paid in CASH or PayNow

The Certificate of No Impediment to Marry will be issued 2 business days after the submission of the complete requirements. The validity of the Certificate is thirty (30) days.
