Authentication Services


Official documents issued in Singapore (including Singapore Government documents, corporate documents, business agreements, records, among others) will be usable or acceptable in the Philippines only if they have consular authentication by the Philippine Embassy in Singapore. Each document that will be used in the Philippines must be individually legalized and then individually authenticated by the Embassy.

Securing an Appointment

The Embassy strictly abides by the safe management measures to prevent the spread of COVID-19. Thus, all clients for notarial services are required to make a prior appointment through email.

Please send your request to notarials2020.sgpe@gmail.com and indicate “Authentication Services” as the subject. Kindly indicate your full name and contact details. The Embassy will provide you the next available appointment date and time by email, for your confirmation. Wait for the  confirmation email. Without the confirmation email, you will not be allowed to enter the Embassy premises.

Please note that a “No Appointment, No Entry” policy is strictly enforced by the Embassy to ensure the health and safety of our clients.

IMPORTANT REMINDER:

An official document will be authenticated by the Embassy only after the following requirements have been fully complied with: 

A document issued by a Singapore government agency should be certified by the issuing Singapore government agency, before it can be brought for legalization by the Singapore Academy of Law (1 Supreme Court Lane, Level 6, Singapore 178879). After the certification and legalization, the document may then be brought to the Philippine Embassy for authentication. Note that the SAL will only legalize public documents that have been certified by the issuing Singapore government agency.

Business, commercial or private documents should first be notarized by a Singapore public notary and authenticated and legalized by the SAL before it can be brought to the Philippine Embassy for authentication.

Refer to the links below for the appropriate procedures that must be done on your document(s) before it can be authenticated by the Embassy.

AUTHENTICATION OF ACRA OR IRAS DOCUMENT

For official documents issued by the ACRA (e.g. Business Profile, Certificate of Incorporation of Company, Memorandum and Articles of Association) or the IRAS (e.g. Avoidance of Double Taxation, Certificate of Residence, Claiming of Benefits under DTAs).

  1. Have the document(s) certified by ACRA or IRAS of Singapore.
  2. Have the processed document(s) legalized by the Singapore Academy of Law.
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. Authentication fee is SGD 42.50 per document or title of document to be indicated in the Authentication Certificate. Regular processing time is 2 business days. Payment strictly by CASH only.

AUTHENTICATION OF A BUSINESS AGREEMENT

For signed agreements or contracts, including amendments to an agreement.

  1. Have the document(s) legalized by a public notary of Singapore. A Notarial Certificate is required.
  2. Have the notarial certificate authenticated and legalized by the Singapore Academy of Law (https://legalisation.sal.sg/).
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. The authentication fee is SGD 42.50 per document or title of  the document to be indicated in the Authentication Certificate. Regular processing time is 2 business days. Payment by CASH or PayNow only.

AUTHENTICATION OF BUSINESS LETTER

For official correspondences, including certification or verification, by a private office or organization.

  1. Have the document(s) legalized by a public notary of Singapore. A Notarial Certificate is required.
  2. Have the notarial certificate authenticated and legalized by the Singapore Academy of Law (https://legalisation.sal.sg/).
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. AUTHENTICATION OF CERTIFICATE OF CLEARANCE ISSUED BY THE SINGAPORE POLICE FORCE

  1. The clearance should be certified by the Singapore Police Force.
  2. Bring the document to the Singapore Academy of Law (https://legalisation.sal.sg/) for legalization.
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. AUTHENTICATION OF CERTIFICATE OF MARRIAGE ISSUED BY THE REGISTRY OF MARRIAGES

  1. The Certificate of Marriage should be certified by the Registry of Marriages.
  2. Bring the document to the Singapore Academy of Law (https://legalisation.sal.sg/) for legalization.
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. AUTHENTICATION OF CERTIFICATE OF REGISTRATION OF BIRTH ISSUED BY THE ICA OF SINGAPORE

  1. The Registration of Birth should be certified by the Registry of Births.

AUTHENTICATION OF EMPLOYMENT CONTRACT

AUTHENTICATION OF A LEGALIZED REAL ESTATE PROPERTY DEED OR CONTRACT OF SALE

For Deed, Deed of Sale, Deed of Absolute Sale, Contract to Sell, Contract of Sale, among others.

Usually, a Deed of Sale, Contract to Sell or similar instrument(s) concerning real estate property in the Philippines is brought by the signatories to the Embassy for notarization by the Embassy (refer to the Notarial Services page of this website). Notarization by the Embassy requires the signatories of the document to personally appear to the Embassy to sign the document(s). However, if the signatories cannot personally come to the Embassy, the document(s) can be brought to a public notary of Singapore to be legalized.

The Embassy can make a consular authentication of the document, which will make the instrument(s) acceptable in the Philippines.

  1. Have the document(s) legalized by a public notary of Singapore. A Notarial Certificate is required.
  2. Have the notarial certificate authenticated and legalized by the Singapore Academy of Law (https://legalisation.sal.sg/).
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication. AUTHENTICATION OF SEARCH FOR MARRIAGE RECORD ISSUED BY THE REGISTRY OF MARRIAGES OF SINGAPORE

  1. Have the document certified by the Registry of Marriages.

AUTHENTICATION OF A LEGALIZED PERSONAL DOCUMENT

Personal documents for use in the Philippines are usually notarized by the Embassy (refer to the Notarial Services page of this website). Notarization by the Embassy requires the signatories of the document to personally appear at the Embassy to sign the actual document(s). However, if the signatories cannot personally come to the Embassy, the document(s) may be brought to a public notary of Singapore to be legalized.

The Embassy can then perform a consular authentication of the document, which will make the document(s) acceptable in the Philippines.

  1. Have the document(s) legalized by a public notary of Singapore. A Notarial Certificate is required.
  2. Have the notarial certificate authenticated and legalized by the Singapore Academy of Law.
  3. Present the legalized document(s) to the Consular Section of the Philippine Embassy in Singapore for consular authentication.
