SINGAPORE, 24 June 2026 – The Philippine Embassy in Singapore extends its heartfelt congratulations to Ms. Joyleen E. Santos on her promotion to the rank of Career Minister. 

On 17 June 2026, the Philippine Commission on Appointments gave its consent to and confirmed the ad interim appointment of Ms. Santos, alongside 84 other officials of the  Department of Foreign Affairs (DFA). She formally took her oath of office before Philippine Ambassador to Singapore Medardo G. Macaraig on 23 June 2026, in fitting coincidence with the 128th Founding Anniversary of the DFA.

With more than two decades of dedicated service in the Philippine foreign service, Ms. Santos has held key assignments both in Manila and overseas. With her confirmation, she now assumes the designation of Minister and Consul General at the Philippine Embassy in Singapore. From September 2021 to March 2025, she served as First Secretary and Consul, where she led the  Embassy’s Political and Public Diplomacy sections.

Prior to her posting in Singapore, Ms. Santos served as Director of the Environment and Climate Change Division of the Office of United Nations and International Organizations from 2018 to 2021. 

Earlier in her career, she was assigned at the Office of Consular Affairs from 2003 to 2007, and at the Office of American Affairs from 2007 to 2008. In 2008, she passed the Foreign Service Officers Examination and, after completing the Department’s cadetship program, rejoined OAA as Principal Assistant from 2009 to 2012.

From 2012 to 2018, she was posted at the Philippine Consulate General in Honolulu, Hawaii, USA as Vice Consul then Consul, where she oversaw the Consulate’s Economic, Cultural and Filipino Community Relations sections. 

Ambassador Macaraig warmly congratulated Ms. Santos, stating: “Her promising career is a testament to her commitment to the DFA and to the Filipino people. I am confident that she will continue to excel in her new role and bring honor to our service.”  /END.
