AFP Chief of Staff Delivers Remarks on Defense Industrial Resilience at 23rd Shangri-La Dialogue in Singapore

SINGAPORE, 30 May 2026 – Chief of Staff of the Armed Forces of the Philippines Gen. Romeo S. Brawner Jr. joined the Simultaneous Special Session on Building Defense-Industrial Resilience on 30 May 2026 as one of the panel speakers together with Germany’s Chief of Defense General Carsten Breuer, India’s Defense Secretary Rajesh Kumar Singh; Poland’s Deputy Defense Minister Paweł Zalewski; and Canada’s Senior Associate Deputy Minister for National Defense Kevin Brosseau.

In his remarks, Gen. Brawner shared that defense industrial resilience rests on several important pillars namely: 1) pillar of trusted and diversified partnerships; 2) strengthening domestic capability; 3) adaptability and innovation; and 4)  inclusion of humanitarian and disaster response capabilities. Gen. Brawner shared the Philippines’ belief that a resilient defense posture contributes not only to national security but also to regional stability and a rules-based international order.

Gen. Brawner concluded his remarks by emphasizing that in today’s strategic environment, resilience is deterrence, preparedness and the ultimate foundation of enduring peace and security.

In the evening, Gen. Brawner, Ambassador Medardo Macaraig and other Philippine officials attended the Reception at Istana hosted by Singapore President Tharman Shanmugaratnam for the Shangri-La Dialogue delegates.
