Accreditation Requirements for Employment Agencies

Singapore employment agencies / companies are allowed to recruit Filipino workers only if they are accredited by the Philippine Overseas Employment Administration (POEA).  Accreditation documents are verified and authenticated at the embassy prior to submission to POEA by the counterpart POEA licensed agency.

Employment Agencies Recruiting Semi-Skilled & Skilled / Professional Workers

  • Two copies (original and photocopy) of the following:Certificate from Registry of Companies (ROC) print-out
    • Notarized Special Power of Attorney (SPA)
    • Notarized Recruitment Agreement (RA)
    • Notarized Job Order and Manpower Request (JO/MR) specifying skill, monthly wage rate, number of workers and qualification requirements
    • Notarized Master Employment Contract form duly signed by the employer (all pages of the contract should be signed by the employer)
  • One copy of POEA license of Philippine counterpart agency
  • Singapore Licencee IC and Philippine Licencee Passport
  • Original manpower demand from client companies in support of JO/MR to Philippine agent

Processing Time: 4 days (exclusive of the conduct of ocular/jobsite inspection for employers hiring Filipino workers for the first time

Submission Time: 9:00 a.m. – 12:30 p.m. (Monday to Friday)

Employment Agencies Recruiting Household Service Workers

  • Agency application for accreditation
  • Undertaking by Singapore employment agency
  • Latest copy (within 14 days) of ROC Instant Information (business profile)
  • Joint Affidavit
  • Copy of license to operate an employment agency issued by MOM
  • Copy of identity card or passport of licensee
  • Copy of identity card or passport of agency manager
  • POEA standard employment contract duly endorsed with agency seal
  • Bank guarantee of $5,000.00 in favor of the Philippine Embassy
  • Copy of Philippine agent’s POEA license (if not POEA licensee, SEC application and certification from POEA)
  • List of domestic workers previously deployed if any. A certification from the agency must be provided if there is no deployment yet.

Processing Time: 4 days (exclusive of ocular inspection)

Submission Time: 9:00 a.m. – 12:30 p.m. (Monday to Friday)

Note:  Job Order / Manpower Request should specify the following:

  • Place of employment
  • Free food and accommodation
  • Duration of the contract
  • Educational attainment/qualifications
  • Age – 23 years and above
  • No salary deduction
  • Free round trip ticket
  • One day weekly day-off
  • Minimum wage of US$400.00 or its equivalent  local currency
  • No placement fee
  • All other expenses (i.e. medical insurance, working permit etc.) shall be borne by the employer
