Request for Visa (Familial Ties)

Foreign nationals whose passports are issued by countries under the EO 408 list and who are travelling with their Filipino national spouses and/or children may avail of visa-free entry under the Balikbayan Program

Foreign nationals who are citizens of visa-required countries not in the EO 408 list, with familial ties with Filipino nationals and fall under these categories may apply to secure a 9(a) visa and travel to the Philippines:
– Legal spouse of Filipino nationals
– Foreign parent of a minor Filipino national
– Foreign parent of a Filipino national with special needs
– Minor foreign child of a Filipino national

Requirements are as follows:
Note that additional supporting documents may be required by the visa/consular officer.

LEGAL SPOUSE OF FILIPINO NATIONAL

1. Personal appearance of the visa applicant
2. Duly-accomplished visa application from the Philippine Online Visa Application System (OVAS)
3. Passport valid for at least six (6) months beyond the authorized period of stay in the Philippines – original and 1 photocopy of the data and signature page/s
4. Travel itinerary or ticket/flight reservation (entry and exit); please do not book your ticket yet
5. Valid Singapore-issued identification card/pass
6. Filipino spouse’s DFA-Apostillized Philippine Statistics Authority (PSA)-issued Birth Certificate with PSA official receipt
7. DFA-Apostillized PSA Marriage Certificate with PSA official receipt
8. Filipino spouse’s Philippine passport
9. DFA-Apostilized PSA birth certificate/s of Filipino child/ren, if applicable
10. Copy of child/ren’s Philippine passport, if applicable
11. Proof of financial capacity (3-month consolidated bank statement)
12. Passport-size photo taken within 3mos of application
Additional documents if visa applicant will NOT travel together with the Filipino spouse:
13. Notarized letter of invitation by the Filipino spouse
14. Filipino spouse’s complete address and contact number

FOREIGN PARENT OF A MINOR FILIPINO NATIONAL

1. Personal appearance of the visa applicant
2. Duly-accomplished visa application from the Philippine Online Visa Application System (OVAS)
3. Passport valid for at least six (6) months beyond the authorized period of stay in the Philippines – original and 1 photocopy of the data and signature page/s
4. Travel itinerary or ticket/flight reservation (entry and exit); please do not book your ticket yet
5. Valid Singapore-issued identification card/pass
6. DFA-Apostillized Philippine Statistics Authority (PSA)-issued Birth Certificate with PSA official receipt (with the name of the applicant indicted as parent)
7. Copy of child’s Philippine passport
8. Copy of partner’s Philippine passport
9. Notarized letter of request by the Filipino partner
10. Proof of financial capacity (3-month consolidated bank statement)
11. Passport-size photo taken within 3mos of application
Additional documents if visa applicant will NOT travel together with the Filipino minor, and are based in the Philippines:
12. Barangay Certificate certifying that the Filipino child and partner are currently in the Philippines
13. Filipino partner and child’s complete address and contact number in the Philippines

FOREIGN MINOR CHILDREN OF FILIPINO PARENT/S
1. Personal appearance of the visa applicant
2. Duly-accomplished visa application from the Philippine Online Visa Application System (OVAS)
3. Passport valid for at least six (6) months beyond the authorized period of stay in the Philippines – original and 1 photocopy of the data and signature page/s
4. Travel itinerary or ticket/flight reservation (entry and exit); please do not book your ticket yet
5. Valid Singapore-issued identification card/pass
6. Birth Certificate of minor child (certified true copy), bearing the name of the Filipino parent
7. Copy of parent/s’ Philippine passport
8. DFA-Apostillized Philippine Statistics Authority (PSA)-issued Marriage Certificate/Report of Marriage with PSA official receipt of parents
9. Proof of parents’ financial capacity (3-month bank statement)
10. Passport-size photo taken within 3mos of application
Additional documents if visa applicant/minor will NOT travel together with the Filipino parent/s:
11. Barangay Certificate certifying that the Filipino parent is currently in the Philippines/ explaining reason for not travelling together
12. Filipino parents’ complete address and contact number (in the Philippines, if based there)
13. Copy of passport of companion/guardian who will accompany the minor child during his/her proposed travel to the Philippines

FOREIGN PARENT OF A FILIPINO NATIONAL WITH SPECIAL NEEDS
1. Personal appearance of the visa applicant
2. Duly-accomplished visa application from the Philippine Online Visa Application System (OVAS)
3. Passport valid for at least six (6) months beyond the authorized period of stay in the Philippines – original and 1 photocopy of the data and signature page/s
4. Travel itinerary or ticket/flight reservation (entry and exit); please do not book your ticket yet
5. Valid Singapore-issued identification card/pass
6. DFA-Apostillized Philippine Statistics Authority (PSA)-issued Birth Certificate with PSA official receipt (with the name of the applicant indicted as parent)
7. Copy of child’s Philippine passport
8. Copy of partner’s Philippine passport
9. Notarized letter of request by the Filipino partner
10. Proof of financial capacity (3-month consolidated bank statement)
11. Authenticated medical certificate providing details of the Filipino child’s condition
12. Passport-size photo taken within 3mos of application
Additional documents if visa applicant will NOT travel together with the Filipino minor, and are based in the Philippines:
13. Barangay Certificate certifying that the Filipino child and partner are currently in the Philippines
14. Filipino partner and child’s complete address and contact number in the Philippines

Please note that the application is SUBJECT to the approval will require 10-12 working days processing time.
